Toy Tanaka is the shrewd leader and visionary. His goals for his corporate division are clear, long-reaching, and intricate. He is also a devout eco-fascist. Not only does he follow a strict ecological code, but he enforces his will upon others. He has changed Genom's corporate practices in the Pacific Northwest to be ecologically friendly and sound and has also had state and national laws changed to protect the environment.

It was Toy's machinations that procured millions of square miles of land for Genom through a land-grant from the U.S. Government. He goal is to allow te land to revert to a pristine condition. To accellerate the process, Toy has armies of industrial demolition boomers removing any structures that lie on Genom-owned territory. Much of the Cascade, Coastal, and Olympic Mountain ranges has been cleared of all human inhabitants. Many squattters and refugees still lurk amongst the abandoned towns of the newly aquired Genom land, either unable or refusing to move. It is rumored that Genom uses Combat Boomers to clear the way of any remaining inhabitants before it's demolition boomers move in.

Toy's ultimate goal is unclear. There has been some speculation that Toy is simply herding all of the people into a densly-packed urban center so that he can take them all out at once. There have been other unreliable reports that Genom is conducting seismic experiments in secret facilities near Mt. St. Helens, Mt. Rainier, and Mt. Hood. One earthquake like the one in Tokyo in 2025 could kill millions in the Cascadia Metropolitan Alliance. But what would Genom or Toy hope to gain from killing millions of customers? They already dominate the huge construction and boomer markets of the region. Perhaps it's not Genom at all, but Toy, acting against his superiors wishes? No one knows, but the Dragon Knights are on to him, and he's not about the let them find out.

Campaign Update! Following a successful raid on the Genom Tower by Meg and Toshi, several details of Toy's plan, known as "Operation One" have been revealed. Toshi is planning on declaring the Pacific Northwest north of California and West of the Cascades an independent nation under his totalitarian control. To ensure this, he has gained access to several Killer Doll model boomers and plans to cause simultaneous eruptions of every major volcanoe in the Cascade Range using the Orbital Satellites. To prevent it from going that far, he has replaced several key government and military officials with boomer replacements under his command. He also plans to enlist the aid of a coalition of Ecologically friendly corporations and to exile all corporations unwilling to succumb to his Ecological Aggenda. MegaSoft, Green Foods, and others are aligning themselves with Toy while BMDL, Gulf and Bradley, and indeed even the Genom parent company led by Quincy, are all marked for confrontation. He has also taken several contingincies into account, though they are not detailed in Operation One. His plan is set to commence on Jan.1, 2034, though contigincies may alter this timetable.
