The Protypical Street Fighter Campaign

The protypcial setup for any SF campaign is, IMO:

Street fights are held to test fighters and styles against each other. It's sort of an informal thing, not an official network. Every town has a joint, dojo, or arena that accepts challenges from either locals or outsiders. Often, these joints or arenas are connected to Shadoloo, either directly or tangentially. Shadoloo uses these joints to scout for new agents. The best fighters are watched and pegged by Shadoloo recruiters for possible recruitment.

Shadoloo recruitment starts with a simple invitation. The recruit generally doesn't ever know they are joining Shadoloo until it is too late. Those that resist are pegged for hostile recruitment. The fighter is then harassed, intimidated, or threatened into reconsidering. Shadoloo warriors will challenge the character and be a little too rough. The recruit's family is put at risk. The fighter-recruit is put under increasing pressure to join or "bad things will happen to you or your family if you don't!" If the fighter still resists, and Shadoloo no longer feels the fighter is worth the effort, they'll simply be listed as someone hostile to Shadoloo and written off. If the fighter resists and he's a really good fighter, then Shadoloo will up the ante once more. The fighter will be pegged for recruitment at all costs. Shadoloo simply MUST have this fighter. This is only for the best warriors that resist. Few pegged for recruitment ever resist this long. This is the realm of the World Warriors like Ryu, Ken, and Blanka. At this point, the fighter's recruitment is turned over to the masters, Balrog, Vega, Sagat and the like. The fighter is challenged by one of these warriors, who inevitably win, crushing the will and psyche of their opponent and turning them into Shadoloo warriors. If they STILL resist (!), their recruitment is handled by M.Bison himself. A rare occurence indeed, but also ultimately the most effective. M.Bision uses his Psycho-Energy to crush the will and psyche of his opponent, turning them into soulless warriors in the service of the Shadoloo like Balrog, Vega, or Sagat. Bison uses this technique as a last resort for only the strongest of fighters that Shadoloo absolutely MUST have. Weaker fighters are dealt with by less powerful underlings.

PC's are people who are interested in (A) testing their abilities or style or (B) out to get Shadoloo.

If (A), then the warrior is simply travelling from town to town, maybe with a group to save expenses and for comraderie, to seek out these joints/arenas to test themselves and their styles against other. These people will eventually come into contact with Shadoloo by (1) getting hurt by them in some way (sister killed, town destroyed, etc.[Chun Li, Guile, E.Honda]) or (2) kicking some major ass and are marked for recruitment [Ryu, Ken, Blanka, E.Honda].

If (1), then they become (B) (kind of like programming, ain't it?). If (2), then they either join and become bad guys [Balrog, Vega, Sagat] or resist and Shadoloo tries to coerce or crush them, sending fighter straight to (B).

If (B), then the warrior has a reason to not like Shadoloo, M.Bison, or both. Either they killed his sister, destroyed his village, killed his master, kidnapped his best friend and turned him into a soulless fighting machine, or worse. The Fighter then goes from town to town challenging the best warriors in those towns in their own arenas in an attempt to get Shadoloo's attention. Once the fighter becomes good enough, he gets the attention of Shadoloo's big three. If he wants to fight Bison and defeat him, he has to go through Balrog, Vega, and Sagat first, THEN Bison will challenge the warrior. This is about the only way to do any real harm to Bison or Shadoloo. That's why half of the World Warriors go around challenging these people. They want to get the attention of the big three so they can get their shot at Bison (not to mention the rest) [Cammy, Guile, Chun-Li, Ryu, T.Hawk, all fight for this reason].

Of course, the fighter might never get to (A1) or (A2) and just like going around challenging local fighters to prove they're better. Nothing wrong with that. Shadoloo has nothing to do with them and they just keep fighting others. [Zangeif, Dee Jay, and Blanka all fight for this reason]

Although this system closely follows the story of the Video Game, it has no use for the different classes (freestyle, duelist, etc.), the ranking system, or the win/loss record. Ultimately, the classes, ranks, and win/loss record can be simply abstracted. They aren't maintained by some central body. Other fighters won't know your rank or your win/loss record. It's simply a matter of personal knowledge. You are the "equivalent" of rank X, and you know it. You've beaten XY guys and lost XZ times, and you know it. Ranks are used simply to gauge other fighter's abilities against each other. Like levels in other games. One can be a master fighter with an equivalent rank of 8 and never have fought a match in their life.

There's no global network, no acknowledged official ranking system, no big "Win/Loss" record. Just a bunch of people kicking each other's asses on the street.
